It seems I have hit a roadblock, as in "permit requirements". Some other states also treat Mossambica and Hornorum as "restricted species". It is your responsibility to be in compliance with local regulations. You can look in the "Legal Issues" page for information I have been able to gather about other states.
 
ATTENTION TRAILBLAZERS!
A very nice lady who is working on setting up her Home Tilapia farm gave me a great idea!
In order to get the "protein Independence" ball rolling, I will discount one breeder colony by 75% to the first person in each state who goes through the motions of obtaining the necessary permit, 50% to the second, and 25% to the third. (plus the cost of shipping).
All I require is proof that you have obtained the permit for my particular breeds of Tilapia, and your story: how you did it, who did you contact, what forms you filled out, etc. Names, addresses, stuff like that. Afer I verify it, I'll post it on the "legal issues" page for other people in your state to follow. If my breeds of Tilapia (Oreochromis urolepis hornorum, and Oreochromis mossambicus) are not regulated in your state, be the first one to establish  that fact and still get 75% off.(sorry, no 2nd or 3rd place here).

Hmmm...and I thought I was thinking small Tilapia farm! not to criticize but,  this set up is like having a can of tuna reserved as "hurricane supplies". Beautiful, though.
